Rethinking How the Pentagon Manages Cyber Talent

| Laura Hildebrand

In a new commentary published in War on the Rocks, IntelliGenesis LLC® Director of Strategic Growth for Research and Development, Henry Phillips, PhD, argues that the Department of Defense is not facing a cyber recruiting problem so much as a cyber talent management problem.

Drawing on twenty years of Navy service as an aerospace experimental psychologist and his tenure as chief of staff for the Advanced Distributed Learning Initiative, Phillips examines the structural barriers standing between the Department’s serious frameworks, scholarship programs, and selection tools and a truly integrated cyber career system.

He walks through why personnel selection, qualification management, assignment, performance measurement, and retention all need to be treated as parts of the same problem, and he lays out concrete recommendations to support Cyber Command 2.0 and the goals voiced at the recent Cyber Workforce Summit 2.0.
